I think the question is asking about a unified, collective and national reponse to a actual problem rather than a set of specific tactics.
But as I'm not trying to look clever, I avoid the post hoc ergo prompter hoc fallacies that seemingly assist in doing so

I hope we never have a war on DOMESTIC VIOLENCE like we have a war on drugs.
The war on drugs led to more drug use and mass incarceration of millions of people who were mostly innocent so the for-profit-prisons could remain profitable.
Lets not fight domestic violence that way.
I know what you mean though. Violence in the home is a serious problem though I'm not sure a federal task force is the appropriate response.
