the postal authority as to when the ballots arrived in the county. They should be opened and counted either way. If they make a material difference after a recount then determining whether they arrived in the county on time should matter.

The rules in Arlington County (and presumably in Stafford Co toii) is that the absentee ballots must be received AT the election office by 7 pm on Election day.

13. My guess is that the military votes HAVE BEEN counted, but they were democratic
