I'd love to hear him say that statement to see what the tone of voice was...threatening, angry, mad, hinting, warning, sad? So many times, the inflection in the voice can either give you shivers or make you walk away from a bully making threats. I would guess he was referring to what Putin has in mind, as in Trump has "gotten the word".
