He's a flasher.

He displays his genitals because he's not supposed to, and that makes him feel good.

The look of shock and disgust on the faces of his victims (and they are victims) intensifies his pleasure.

He's not saying, "Look. I'm a man." He's saying, "Look. Isn't this disgusting?"

Seriously. He's a flasher.
