He knows that tax cuts are on the verge of passing, and he's trying to keep the spotlight on himself and off of Congress until they can pass it.

if he were a smarter man than he has ever shown himself to be. He gets lucky sometimes in providing distractions at good times for things though.

Had CoS Kelly read the not-so-fine print on his contract (it was written in crayon), he would know that arranging for that is one of his primary duties. Sad.
