Especially in an environment where control of such is easily bought by a few wealthy sociopaths with no hesitation to twist the game any way they can to squeeze us a little further and where our civil liberties evaporate like dew in the heat of the day.

It is my belief that the populace is actually too poorly equipped to be a deterrent to high level shenanigans. Such a deterrent does not require the cutting edge hardware but simply proliferation of equipment 2-3 generations back.
Not up to snuff to be effective in a one off scenario but in large numbers enough capability to be a sore challenge.

At any point this balance is too scary then the answer is to de-power the military/police capability to an acceptable scope.
