They're deluding themselves if they truly believe they were cheated out of the Senatorship.

That's just a symbolic gesture a candidate gives his/her opponent - unless they're both an electoral loser and a real life loser.

3. legally concession means nothing. only actually stopping any attempts to recount mean the end.

The Secretary of State will certify the election and that will be that. Moore can sit on Sassy sucking his thumb and waving his arms in despair but Jones will still be the duly elected Senator for Alabama. The sooner he figures that out, the sooner he can mosey on out to pasture and leave us all the hell alone with his nonsense.

If he gets funding for, and files for a recount on the last day possible, that will delay certifying the vote. It keeps a Strange situation (yeah, I intended the pun!) in the Senate, giving the Republicons some extra time to get their tax shenanigans accomplished.

I don't think that it will work, but I'm not surprised that somebody's put Moore up to trying this.
