Likely, concessions have been offered under the table for Moore to just remain silent.

the Sec of State has already said no recount.
Unless a court intervenes, what Moore says or does in immaterial.

The local processes are basically packing up everything and shipping it if there is no contest. The due date is next Friday, the 22nd, for the counties to report, but the Republican SOS said several counties will likely miss the deadline. Wonder why? Strange votes until Jones replaces him. There was not a lot of races on the ballot, most of the state only had the senate race. It's not like there are a lot of things to do if there is one vote and the election is conceded.

The SOS did not say that there would be no recount. The Secretary of State has said that there will be no taxpayer funded recount and that a Moore financed recount has little chance of succeeding, but Moore refusing to concede leaves that door open, which means more work to do, in case Moore comes up with the cash.

or just raise money for it and keep it?

But like the SCOTUS vote, Mitch doesn't need a reason to be an asshole.

He likely wouldn't pay for one, since the margin is too large and so wasted money. But he is probably getting considerations for not conceding, the Republics are desperate to pass any major legislation. All they have so far is must pass spending bills.

He really thinks it is God's will for him to be in the Senate, and he's waiting for God to come through with a miracle that will put him there.

she paid for a hand recount and won.

Moore's not within the auto-recount margin, IIRC, but refusing to concede and eventually winning is not unprecedented.

Plus, he's an asshole.
