The five private brands operated by Lotte Department Store will be rebranded under the umbrella brand Eliden, according to the retailer Sunday.

My reading of https://www.ftc.gov/tips-advice/business-center/guidance/complying-made-usa-standard#Other%20Statutes is the following.

If the hats were made outside the US, they'd have to be labeled "made in _________", naming the country in which they were essentially produced ("substantially transformed&quot .

If the hats were made of US-made cloth in the US, they'd have to be labeled "made in the USA". Meaning if the hats were labeled "Made in the USA" with foreign-produced textiles unable to be labeled neatly and cleanly.

That leaves a plausible gap--hats made in the US (last "substantial transformation&quot using textiles made outside the US (hence no required label under textile regulations).

Then again, that's just a deduction from one web page. But it's better than a claim that appears to be ungrounded in much of anything.

The brand, however, appears to be S. Korean (http://www.koreaherald.com/view.php?ud=20170827000112). But I can't find any evidence that it does much outside of E Asia (except for Moscow, oddly enough). It may not have trademarked its name in the US. Novartis apparently owned but abandoned that trademark in the US (https://www.trademarkia.com/eliden-78054018.html).
