Gov. Brown appears open to ending most vaccine waivers

Gov. Jerry Brown, who preserved religious exemptions to state vaccination requirements in 2012, on Wednesday appeared open to legislation that would eliminate all but medical waivers.

The governor's new flexibility highlighted a growing momentum toward limiting vaccination exemptions partly blamed for the state's worst outbreak of measles since 2000 and flare-ups of whooping cough and other preventable illnesses.

California Sens. Dianne Feinstein and Barbara Boxer urged state officials to reconsider California's vaccination policies Wednesday in a letter to Health and Human Services Secretary Diana Dooley.

Brown's spokesman, Evan Westrup, said the governor "believes that vaccinations are profoundly important and a major public health benefit, and any bill that reaches his desk will be closely considered."

The first week of February may well be a turning point for political opposition to critics of vaccination. On Wednesday afternoon, California's senators released a letter they'd sent to the state's appointed Health and Human Services secretary in which they urged a change in personal exemptions to vaccines.

"California's current law allows two options for parents to opt out of vaccine requirements for school and daycare," wrote Democrats Barbara Boxer and Dianne Feinstein. "They must either make this decision with the aid of a health professional, or they can simply check a box claiming that they have religious objections to medical care. We think both options are flawed, and oppose even the notion of a medical professional assisting to waive a vaccine requirement unless there is a medical reason, such as an immune deficiency."

Their timing was perfect. In Sacramento, five reliable critics of the "anti-vax" movement announced new legislation to abolish the "personal belief" exemption. Dr. Richard Pan, a Democratic legislator who'd previously pushed a bill requiring the counseling of parents who wanted to opt out, appeared with colleagues and photogenic babies to unleash the new legislation.

The news hit critics of vaccine mandates like a flash-bang grenade. "Vaccines are pharmaceutical products that carry risks," said Barbara Loe Fisher, co-founder and president of the National Vaccine Information Center. "The conscientious belief exemption is very important. What's so dangerous about this approach, of no non-medical exemptions, or narrow exemptions accepted by the government, is that the makers of vaccines are shielded from liability. It becomes even more important to exercise voluntary, informed consent, because if we change these laws now and take a no-exemption approach, we're going to be forced into a position of taking every government-mandated and not have every recourse in a civil court to hold companies accountable."

A look at the school data for the past most recent two years suggests that MMR uptake possibly increases 2 - 4 more percentage points by Kindergarten (depending on how representative the participating schools' data is generally):

Can you clarify?

If you are trying to imply that because overall numbers for the state are high, there is no problem in CA, your point goes nowhere.

There are a few counties with sharply lower vaccination rates for MMR, and these are the main counties where the outbreak is occurring.

From a quick google:

While in California, the overall vaccination rate is 90.7 percent, some school districts in Orange County and surrounding areas have rates below 90 percent, making them more vulnerable to infection.

In some areas, rates of vaccination are even lower—as many as a quarter of children in one Northern California town were under-vaccinated, putting not just other children but the entire community at risk.

In Marin County, exemption rates are nearly three times the state level...
(Santa Cruz) but in the valley... at least 20 percent of kindergartners in 10 schools have opted out...

I am still totally unclear about what point or points you are trying to make.

You seem to be talking around something, but I'm not sure what.

I read much of the Democracy Now transcript, and that doesn't really help me narrow down what you are focused on. Frankly, I don't even know if you and I are in agreement because you are being so vague. So unless you feel like talking to me in a straightforward way, I'm afraid I'll just move on.

According to the California Department of Public Health’s latest measles surveillance report (3/6/15), since December of 2014, there have been 132 confirmed measles cases reported in California residents out of a population of 38.8 million.

40 cases visited Disneyland during the period in question.
81% were not hospitalized.
56% were over the age of twenty.
18% were between the ages of five to nineteen.
19 cases were between the ages of one through four.
15 cases were under the age of one.

This affected exactly 34 kids from birth to age four.

There is no measles epidemic. There is, however, an epidemic of vaccine legislation.

Currently, there are three bills in the California’s state legislature regarding vaccines: SB-277, SB-792 and AB-1117. SB-277 focuses on eliminating personal belief exemptions which in California includes religious exemptions...
