PHILADELPHIA (AP) -- Two city police officers were arrested Thursday and accused of knocking a man off a scooter and beating him so severely that another officer thought he had been shot.
Officers Sean McKnight, 30, and Kevin Robinson, 26, were immediately suspended for 30 days and will likely be fired, Police Commissioner Charles Ramsey said. The pair had been off the street while a grand jury investigated.
Ramsey said the officers acted improperly and in total violation of department training.
"No one, not even police officers, is above the law," District Attorney Seth Williams said as a video screen showed Najee Rivera's beaten, swollen face.

(3,424 posts)In it the beaten man's girlfriend had to do the investigating and found the video that showed what they did. The officers LIED and were BELIEVED until SHE showed what really happened.
This is an example for all people to see who think police can do no wrong and wouldn't lie.
When there are no cameras or videos and a cop kills someone and lies, the dead person cannot get justice.
This case shows that.

"Every time I get next to a cop or a cop is behind me, I get a little panic attack," he said. "And it's sad, because every cop ain't bad."
He said he lost his housekeeping job at Children's Hospital of Philadelphia after the arrest and has not worked since.
Rand Paul would tell him he's faking and to get back to work. Good thing that video was there for the Grand Jury who said he was NOT resisting and that they could hear his 'agonized screams.' Damn right, just look at his face:
That guy was just an inch or two short of being dead.
And what's the deadeye look on the cops? And all these killers we see in these news reports? How many of these potential killers are running loose?

(4,225 posts)Near the end: "Ramsey suspended the officers with intent to dismiss."
Presumably there are certain due process procedures involved in that, though much unlike Ferguson and New York, both the police chief and prosecutor are in agreement that the officers involved in this brutality should be charged and incarcerated, as it should be.
If the article is any indication (I don't live in the area), the Philly PD is actually trying to clean itself up.

(99,660 posts)They get a hearing and a determination before they can be fired. Could be a week to a couple months. It depends on the local civil service laws.

The term 'loudermill rights' refer to those employee rights which state that most public employees have a property right in their jobs. Pursuant to such rights, an employee cannot be dismissed without due process. It also give the employees a right to pre-termination hearing that gives them the opportunity to present their part.
The term 'loudermill rights' comes from the case Cleveland Bd. of Educ. v. Loudermill, 470 U.S. 532 (U.S. 1985), decided by the U.S. supreme court in 1985. The decision laid out that most public employees have property interest in their jobs, and are therefore allowed due process rights if they are fired. Loudermill rights include a written or oral notice regarding why they are being fired. Specific evidence to any charges against them must be given to them and a pre-termination hearing is also to be given where the employee can respond to the charges made against him or her.
