Report: Tampa Cops Targeting Black Cyclists

After conducting an analysis of more than 10,000 bicycle tickets issued by the Tampa police over the past 12 years, the Tampa Bay Times has found that 79 percent of those ticketed are black. Blacks make up about a quarter of the city’s population, the Times reports.

According to the Times, Tampa police have written 2,504 bike tickets—more than Jacksonville, Miami, St. Petersburg, and Orlando combined—in the past three years:

Tampa police are targeting poor, black neighborhoods with obscure subsections of a Florida statute that outlaws things most people have tried on a bike, like riding with no light or carrying a friend on the handlebars.

Officers use these minor violations as an excuse to stop, question and search almost anyone on wheels. The department doesn’t just condone these stops, it encourages them, pushing officers who patrol high-crime neighborhoods to do as many as possible.

It's not really a town where the weather or the layout would make getting around by bike a pleasant option. People ticketed on bikes likely don't have a safer way to get around.

and feed the prison pipeline. For nothing more than people with money and power, or their young, do all the time.

Not sure how much better it is than dying. A lifetime of servitude guaranteed for almost anyone with a record. Starting with nothing more than being black.

The problem boils down to the enforcement of crime targets a minority population without the resources to defend themselves, and frequently utilizes them as a fund raising source.

In this country, African Americans get unequal enforcement, they are targeted by law enforcement. They get unequal prosecution. They get unequal defense. And lastly they get unequal punishment. It's institutionalized racism; it's that simple.


Posted this about the story today...

Remember what i said about targeting. This is how they do it they conduct what's called a pretextual stop.

A "pretext" or "pretextual" stop is a stop in which the officer detains the citizen for a minor crime (i.e. traffic offense) because the officer hopes to find during the stop evidence that the person is involved in another, more significant crime (i.e. drug possession). There are numerous minor infractions for which officers can legally stop someone. As such, officers frequently choose which who to pull over based on the hope that something more serious might be going on. Police officers often make this decision based on age, race, and appearance. This is unconstitutional, but impossible to prove.

The white power structure can only push so much until there's a mass reaction. All of these drips of repression are adding up to be a tidal wave. Shit has to change in this country.

for the cops. Not perfect, but if there is a record of the incident, at least there will be some kind of hearing.

I would expect to be pulled over by the police for riding at night without lights. A push bike is a vehicle, and cars going down the street at night with no lights is definitely unsafe.

Riding with a friend on the handlebars, while not being safe either, shouldn't be "ticketed" IMO. The person who is most likely to get hurt is the one on the handlebars and if they like hospital food then they can go on ahead knowing that they are likely to get hurt. Plus it's not very comfortable riding there.

But deliberately targeting poor neighbourhoods to ticket? Eurgh.
