Federal government denies disaster Baltimore riot aid again

The federal government has denied an appeal from the state over disaster aid, leaving in place an earlier decision denying millions of dollars to help pay for costs associated with rioting that broke out after the death of Freddie Gray.

A letter from the Federal Emergency Management Agency dated July 29 said that the agency "reaffirms" its decision that federal assistance "is not appropriate for this event."

"I must inform you that your appeal for a major disaster declaration is denied," said the letter from FEMA Administrator W. Craig Fugate.

FEMA first told Gov. Larry Hogan in a June 12 letter that aid was not appropriate for rioting events, prompting the governor to appeal the ruling.

Possibly different laws.

Also more spontaneous--the LA riots were not a couple of weeks after the trigger. In Balto., there was no anticipation on the part of authorities when there should have been.

And even as the riots were still going on, there was a cynical view that it didn't matter, money would be provided to rebuild or the companies that were affected, well, they would rebuild because they just would.
