Police: Video shows officer pressuring driver for donation

PHILADELPHIA (AP) -- A Philadelphia patrolman who appears on videotape apparently pressuring a driver to support a police fundraiser or have his car towed has been placed on desk duty.

Police Commissioner Charles Ramsey says Officer Matthew Zagursky embarrassed the police department and may have committed a crime.

The video shows the driver agreeing to give the officer $30 for three tickets to a police union fundraiser.

The officer is heard making a homophobic remark while discussing pink windshield wipers on the unregistered car.

I have seen cops asking beer money in 3rd world countries,but in America they ask for donation for fundraiser (1st world problems)

They'll hound you for donations on the phone, and if their attempts aren't successful you can expect a string of (bullshit) traffic tickets before too long.

This was a decade ago, so things may have changed since then.

do not call list. After about a couple years of that, the phone calls stopped. No traffic tickets etc. A couple of encounters that were very professional and courteous.

At least where I live (near Minneapolis), these calls are made by professional fundraisers that keep about 85% of what is collected.

As I was reading your post I got a phone call asking for a donation to the police. I get about two a month. My father once worked as a paid fund raiser. It was a scam. It is always a scam. Two percent of your money will go to the actual cause. Never ever give money to any telephone solicitor.

After a few minutes of banter, my cousin offers to buy a ticket to the policemens' Ball.

Trooper: "Troopers don't have balls."

With that by cousin breaks out in uproarious laughter --

"Troopers don't have balls? HAHAHAHAHAHAHAHAHA"

Trooper: (Kinda pissed) "Get the hell out of here."

Why has he not been fired? He broke the law as a police officer. He should be charged with Theft by Extortion. PA Code §3923. Specifically A4. The property was $30 cash.

§ 3923. Theft by extortion.

(a) Offense defined.--A person is guilty of theft if he intentionally obtains or withholds property of another by threatening to:

(1) commit another criminal offense;

(2) accuse anyone of a criminal offense;

(3) expose any secret tending to subject any person to hatred, contempt or ridicule;

(4) take or withhold action as an official, or cause an official to take or withhold action;

(5) bring about or continue a strike, boycott or other collective unofficial action, if the property is not demanded or received for the benefit of the group in whose interest the actor purports to act;

(6) testify or provide information or withhold testimony or information with respect to the legal claim or defense of another; or

(7) inflict any other harm which would not benefit the actor.

(b) Defenses.--It is a defense to prosecution based on paragraphs (a)(2), (a)(3) or (a)(4) of this section that the property obtained by threat of accusation, exposure, lawsuit or other invocation of official action was honestly claimed as restitution or indemnification for harm done in the circumstances to which such accusation, exposure, lawsuit or other official action relates, or as compensation for property or lawful services. (June 24, 1976, P.L.425, No.102, eff. imd.)
