White House appoints George Mason professor to head nuclear commission

The White House has appointed George Mason University professor Allison Macfarlane to head the Nuclear Regulatory Commission, just two days after the current chairman announced that he would be stepping down.

MacFarlane trained as a geologist before carving out a niche in nuclear policy, with a special focus on nuclear waste management (see GMU’s profile here). She co-edited a recent book analyzing technical questions – as well as their social and political implications – surrounding the proposed geologic repository at Yucca Mountain. Macfarlane was also a member of the Blue Ribbon Commission on America’s Nuclear Future, which released its final report in January outlining alternatives for managing nuclear waste (background coverage here).

Macfarlane has never shied away from challenging the viability of Yucca Mountain, but neither has she branded herself as a staunch opponent or an active advocate for a particular path forward. This helps explain the approval that came in from various quarters on Thursday, from environmental groups to lawmakers on Capitol Hill and even the industry-sponsored Nuclear Energy Institute.

Press reports indicate that Senate Majority Leader Harry Reid is planning to move Macfarlane’s nomination together with that of commissioner Kristine Svinicki, a Republican appointee whose tenure expires in June. In theory, this could help speed up the process by giving a little something to senators on both sides of the aisle.

WASHINGTON, May 24 – Sen. Bernie Sanders (I-Vt.) issued the following statement on the nomination of Allison Macfarlane to chair the Nuclear Regulatory Commission.

“By all accounts Dr. Macfarlane has the qualifications and credentials to lead the Nuclear Regulatory Commission. I believe we need someone who is dedicated to safety reforms and openness at the NRC, and who understands that the commission’s role is to be a strong safety regulator and not simply a supporter of the nuclear power industry.

“Based upon her record and experience, I believe Dr. Macfarlane can be a strong chair for the NRC. In the coming weeks, I look forward to evaluating her record and views.”

But first, Macfarlane, 48, will face tough questions from Republicans who want to revive the Yucca Mountain nuclear waste dump in Nevada. Macfarlane has been a critic, writing a book in 2006 about the technical issues at the site called "Uncertainty Underground."

"She's not anti-nuclear, but she's certainly not going to take her instructions from the industry," said Frank von Hippel, a nuclear nonproliferation expert at Princeton who has written academic papers with Macfarlane.

"I've argued that the NRC has been subject to regulatory capture. Allison is certainly not captured by the industry," he said.

PLAYS WELL WITH OTHERS

Married to an anthropologist who has studied nuclear weapons scientists and anti-nuclear activists, Macfarlane is an academic who teaches at George Mason University. She has also worked at Harvard, Georgia Tech and Stanford.
