But to include Turkey, Iraq, Kuwait and Qatar but not Iran and Saudi Arabia? We know they are arch enemies so may be the calculus is they would just get in the way of progress but Iran must be part of any solution in Syria because Syria is an Iranian puppet state.

All three of these nations border Syria, and even if they aren't given any type of direct influence, they should be able to have some say in the matter, IMO. Defectors have gone to Jordan and Lebanon. Killing and violence has spilled over into Lebanon twice, as I recall. An all out civil war in Syria will affect those countries more directly, in some cases, than Qatar and Kuwait.

They will come for peace when it is their turn to do so... I still ponder over your question though.....The remaining makeup reflects who is relevant, that is all that I can guess or say at this point.

In my own heart, I say the parties you mention, SHOULD be there. That will come...

U.S. Secretary of State Hillary Rodham Clinton agreed to participate in the "Action Group for Syria" meeting Saturday in Geneva after U.N. special envoy Kofi Annan excluded Iran, Washington's foe and a stalwart ally of Syrian President Bashar Assad. British officials also welcomed a new plan by Annan and Foreign Secretary William Hague said he would attend the session, as will diplomats from the three other U.N. Security Council permanent member nations: France, Russia and China.

The top U.S. diplomat said Annan had devised a "political transition road map" that provides some hope for resolving a conflict that is escalating into an unchecked cycle of sectarian killings, kidnappings and atrocities by both sides, according to a new U.N. report.

"The situation on the ground is dangerously and quickly deteriorating," the U.N. Human Rights Council wrote. "Further militarization of the crisis will be catastrophic."
