If they were to make statements like "this student will be expelled" in advance of that process running, they expose themselves to spurious legal action by the student.

It's highly likely the student will get expelled.

but a much more forceful statement like "this behavior will NOT be tolerated on this campus and actions will be taken to make sure of that" rather than the pansy assed statement they made would have been welcome.

I think the prevalence of reverse swastika is overstated in an attempt to distinguish the Finns from Nazi overtones for those who overreact when they see hakaristi on the various heraldry and military insignia Finland used.
