I can't believe anyone would call that a "shoe". In my opinion, shoes are meant to cover and protect the feet from the elements, and other nasty, pointy things trying to injure you. I can't see either of those so-called "shoes" doing any such thing.

Number two, exactly WHO would buy those, wear those, and how much energy would be expended attempting to stay in a standing position while wearing them? I guess some people feel they MUST be a slave to "fashion", but at what cost? A broken ankle, frostbite etc.?

You see, things like that make absolutely no sense to me. I always put function over form. Maybe that's why I'm never invited to Fashion Week in New York City each year? I wouldn't have the "fashion sense" to be a Trump, that's painfully clear.

As a woman roughly the same age as Ivanka (18 months older than her) 'strappy sandals' are the recommended dress shoe for warmer weather. These would fall under that category. (Of course I have wide feet and strappy sandals don't fit me right). For a non socialite, shoes like this would be recommended for a wedding (all seasons) depending on the venue/dress code. Another occasion to wear such a shoe to would be a fancy holiday party (yes even in northern winters). I can see a bride forcing her bridesmaids to wear such a shoe.

I own one pair of heels (pump style) and on the rare occasion I need them I change in the car (I drive in comfy shoes). I'm a flats type girl.

...which is why I don't understand the necessity of wearing something like that on my feet. If a woman WANTS to wear them I guess I'd question her sanity. It just seems like you're asking for trouble with something like that on your feet. Sensible shoes are nothing to laugh at, in my opinion. But hey, I'm a guy. What do I know?

IIRC last year there was an A-list Hollywood actress who wore flats at some film festival red carpet and people were not happy including the festival organizers.

At a black tie events they are expected.

Also many workplace cultures (or dress codes) require women to wear heels.

(I will admit I wore heels with jeans in high school. But hey it was the age of the Spice Girls and they're ultra chunky heels and they made me feel more powerful. Now my feet hurt thinking about it).
