Update, 1:48 p.m.
A gray vehicle has hit at least five pedestrians on the Downtown Mall near Urban Outfitters, according to media reports and police reports. A Daily Progress reporter at the scene said the car was pulled over by police. An emergency alert reported that several had broken legs.
Folks said counter protesters were hit by a vehicle as they turned the corner. Medics are here. #Charlottesville

People are down on 4th Street. A silver Ford plowed into a crowd and allegedly backed into them again.

Although Charlottesville is the county seat of Albemarle County, it is an independent city. Although independent cities exist in a few other states, Virginia has, by far, the majority of them. My guess is that the emergency response line for both entities is handled by one emergency communications center. Hence, Albemarle County found it necessary to post the emergency and non-emergency numbers.
Emergency Comms Center has activated non-emergency 979-INFO line. All calls relating to life threatening issues should still be made to 911.

Look at 0:21. That's not a Mustang. That's one of those new Dodge Challengers. With that level of front end damage, the driver won't stay hidden for long. If he had a front license plate, it came off in the collision or as he was backing away.

The building in the background is the Rotunda. The demonstrators are north of the Rotunda. They are facing University Avenue and a statue of Thomas Jefferson.
That's Old Cabell Hall in the background on the left. The low buildings across the middle of the picture form the West Lawn.
This is the statue of Jefferson facing University Avenue. The building across the street is Madison Hall.
