He felt he was made for this moment. But now, on the verge of achieving his long-sought legislative dream, hes got his eyes on the exits.

Spirits were high inside the House chamber on Thursday, November 16, when, in the early afternoon, the gavel fell and a measure to rewrite the American tax code passed on a partisan tally of 227 to 205. As the deciding votes were castrecorded in green on the black digital scoreboard suspended above the floorthe speaker of the House, Paul Ryan, threw his head back and slammed his hands together. Soon he was engulfed in a sea of dark suits, every Republican lawmaker wanting to slap him on the shoulder and be a part of his moment.
Ryan was the man of the hour. Having spent a quarter-century in Washingtonas an intern, waiter, junior think-tanker, Hill staffer and, since 1999, as a member of Congresshe had never wavered in his obsession with fixing what he viewed as the nations two fundamental weaknesses: its Byzantine tax system and ballooning entitlement state. Now, with House Republicans celebrating the once-in-a-generation achievement of a tax overhaul, Ryan was feeling both jubilant and relievedand a little bit greedy. Reveling in the afterglow, Ryan remarked to several colleagues how this day had proven they could accomplish difficult thingsand that next year, they should set their sights on an even tougher challenge: entitlement reform. The speaker has since gone public with this aspiration, suggesting that 2018 should be the year Washington finally tackles what he sees as the systemic problems with Social Security, Medicare and Medicaid.
Tinkering with the social safety net is a bold undertaking, particularly in an election year. But Ryan has good reason for throwing caution to the wind: His time in Congress is running short.
Despite several landmark legislative wins this year, and a better-than-expected relationship with President Donald Trump, Ryan has made it known to some of his closest confidants that this will be his final term as speaker. He consults a small crew of family, friends and staff for career advice, and is always cautious not to telegraph his political maneuvers. But the expectation of his impending departure has escaped the hushed confines of Ryans inner circle and permeated the upper-most echelons of the GOP. In recent interviews with three dozen people who know the speakerfellow lawmakers, congressional and administration aides, conservative intellectuals and Republican lobbyistsnot a single person believed Ryan will stay in Congress past 2018.

Speculation Grows that Paul Ryan Will Step Down
December 14, 2017 at 7:26 am EST By Taegan Goddard
As Republicans finish their long-sought rewrite of the tax code, some lawmakers are beginning to wonder just how much longer Rep. Paul Ryan intends to remain speaker, the HuffPost reports.
Said one GOP member: Theres a whole lot of rumors and speculation that the speaker may step aside.
The Wisconsin Republican has made no indication hes quitting any time soon, but the possibility that Ryan finishes the tax bill and decides he no longer wants to continue in Congress has begun to loom over internal Republican conversations.

Darn! I was hoping to see Paulie get the same treatment at the hands of his constituents that the unfortunate Tom Foley got in 1994. That would have been so sweet.

(9,426 posts)Our gov. is no better than Walker. He ran for office saying he would be a one term gov. then return to the private sector. Now he is running for a second term. They love the perks, and being treated like royalty. Not much work involved, either.

(8,758 posts)Ryan's district is gerrymandered to protect him, he must be facing serious issues at home to suddenly flee like this.
Either there's a sexual harassment story involving him that's about to explode or his internal poll numbers show he's in the toilet with Trump.
Either way he's taking the cowards way out and bailing.
I don't think anybody will be surprised around here by this act of cowardice.

(49,005 posts)I expect he thinks Republicons will tank in 2018 and lose the Presidency in 2020.
I think he may be hoping to be like Reagan vs Carter in 2024 instead of like Ford vs Carter in 2020.

(49,005 posts)When Trump is 25thed or impeached and convicted in the Senate or resigns, he become like Nixon in 1974. One of those three is going to happen because tRump is becoming more toxic to Republicons every day and more incompetent by the day. Likely to happen 2018. Malcolm Nance (a knowledgeable ex-member of the intelligence community) predicts indictments will come against Trump, mini-Trump, and Trump-in-law in March of next year.
Thus 2018 = 1974, 2020 = 1976, and 2024 = 1980. Pence = Ford, unless Pence gets removed too. The analogy is not Democrat = Reagan & Trump = Carter.
Yes, Carter won in 1976, but lost in 1980. That was the only Reagan-Carter election: 1980. And yes, every election is different.
Ryan is expecting 2018, because he knows too much. I think he is hoping to have insulated himself from the Trump implosion. He does not want to run in 2020 as a primary challenger to Pence or Pence's replacement. He would rather skip an election and run in 2024 in the same way Reagan avoided 1976 and returned the Republicons to power in 1980.
Note about "order of succession": Ryan is only forced into the Presidency before 2020 if tRump and Pence are fired/resign simultaneously enough that the Vice Presidency is open (replacement VP not appointed). If Trump goes and Pence tries to appoint Ryan as VP, Ryan would decline for the reasons outlined above. Ryan would not want to be forced into the Presidency, also for the reasons outlined above, but he would not decline because it might turn out to be his only chance at being President. If he declined to serve under the order of succession principle, it would end his ambitions for high office.

(10,500 posts)Trump is proven to be guilty of many impeachable offenses. The GOP doesn't care and lets him get away with it.
Trump is clearly erratic, unstable and a danger to himself and others--and he hasn't been 25thed.
The only way we are going to get rid of this guy is to vote him out.
Since he is a lousy president I have high hopes that we can beat him in a historic landslide. That is, of course, assuming that we remain a democracy, which is by no means guaranteed.
Bernardo de La Paz
(49,005 posts)If he does hang on til Nov 2020, I agree even a modestly strong Democrat will blow him out in a landslide.
The most face-saving way for all Republicons would be to 25th him, ASAP. But it won't happen soon and might not ever.
My prediction is on impeachment and conviction OR resignation in the face of impending i & c, probably in 2018, but maybe early 2019.
The sooner he goes the better.
