Republican tax bill slightly delayed over Senate snag

The House of Representatives passed Republicans sweeping tax overhaul on Tuesday, sending the plan to the Senate and setting the stage for the bill to be signed by President Trump as early as this week.

The bill passed the House 227 to 203. All but 12 Republican members voted for the bill. Zero Democrats supported it.

This is about expanding opportunity to people who are striving to make the most of their lives, House Speaker Paul D. Ryan (R-Wis.) said before the vote Tuesday. We know in this country that were not reaching our potential. And we know one of the greatest things we can do to do that is to pass this tax reform bill

Senate Republicans are planning to vote Tuesday night, and party leaders seemed to sew up the bills passage Friday when holdout Republican Sens. Marco Rubio (Fla.) and Bob Corker (R-Tenn.) pledged their support. Sen. John McCain (R-Ariz.) is in Arizona battling brain cancer and is not expected to attend the vote, though he had previously said he supports the bill.

House needs to vote again on sweeping tax bill over procedural snag

House Republicans approved historic changes to the U.S. tax code Tuesday afternoon, but a procedural snag means they will have to vote on the measure again.

If passed by the Senate, the legislation would go to President Trump to sign it into law.
Twelve House GOP members opposed the bill.

1. Did Congressional Dems fold up their opposition apart from voting No?

They were more actively involved in protesting and speaking out against the health care bills this summer. It seems like they quietly rolled over here apart from voting No.

The parliamentarian, who is a sort of umpire on Senate rules, determined that three elements of the bill violated the Byrd rule's mandate:

  • The name: The short name of the bill, the Tax Cuts and Jobs Act, must be edited to include the word "reconciliation."


  • 529 college savings account changes: The bill would have allowed money in 529 college savings accounts to be used on homeschooling supplies.


  • The exemption for small colleges from a new excise tax: The bill includes a new excise tax on colleges and university endowments when the endowment is larger than $500,000 for every student enrolled. The bill included a provision that would have exempted colleges with fewer than 500 tuition-paying students. The parliamentarian only struck the words "tuition-paying," according to the Ways and Means spokesperson.
