Police officer shown kicking handcuffed man in head resigns

PENNS GROVE, N.J. (AP) A New Jersey police officer seen on dashcam video kicking a handcuffed man in the head has resigned.
Penns Grove solicitor Adam Telsey tells NJ.com the resignation of Patrolman George Manganaro was accepted Tuesday night by the borough council.
Manganaro was charged with aggravated assault and was suspended over what happened early Thanksgiving morning in neighboring Carneys Point Township.
A one-minute dashcam video obtained by NJ Advance Media shows Manganaro and another officer speaking to a burglary suspect, who's handcuffed and sitting on the ground. The suspect tries to get up and is then kicked in the head with such force his hat flies off.

A Penns Grove, N.J., police officer has been charged with aggravated assault for kicking an individual in the face while handcuffed after the mans arrest Thanksgiving morning, the Salem County Prosecutors Office announced.
Xaziel Ramos, 22, of Hopatcong, Sussex County, suffered facial abrasions from the attack and was taken to a hospital to be treated for hypothermia because he was out all night in the cold, authorities said Wednesday.

Ramos had been handcuffed after he was arrested in connection with a 911 call alerting officers to a burglary at a Carneys Point Township residence, according to Prosecutor John T. Lenahan. Ramos had been passing through Penns Grove from North Carolina on his way home for Thanksgiving, the prosecutor said.
