I thought it took effect in 2018, like right now, though many might not realize it until they file their 2018 taxes in early 2019. But unless they adjust their withholding in 2018 (beginning about now) or pay additional estimated tax (beginning with the April 15 installment), they will face an underwithholding penalty.
