Trump budget director says Obama 'weaponized' shutdown and this time will be different

White House budget director Mick Mulvaney said Friday that if the government shuts down, it won’t be as bad as 2013 because former President Obama’s administration did things to make it worse.

Mulvaney said “the Obama administration weaponized the shutdown in 2013” for political purposes by closing popular attractions like national parks. He claimed the Trump administration isn’t planning to do the same.

The message appeared to conflict with President Trump's claims in the past few days the shutdown could have a devastating effect, especially for the military. The blame game was in full swing at the White House, just hours before government funding is set to run out.

Mulvaney said his office is “preparing for what we are calling the Schumer Shutdown,” referring to the Senate Democratic leader, Charles Schumer (D-N.Y.).

"Shutdown" means there is no money authorized to carry out governmental activities or procurements. The job of authorizing such funding falls on Congress. Congress is completely controlled by the GOP, which sets the schedules for hearings, markups, debates, and floor votes.

Instead, Congress preferred to spend half the year trying to repeal the ACA, 1/3rd of the year trying to hurl $1.5 trillion dollars over to their wealthy benefactors, and the other 1/3rd of the year on recess vacationing or on overseas junkets while avoiding their constitutents. They didn't care about "governing" or carrying out the duties laid out for them in the Constitution.

White House budget chief Mick Mulvaney on Thursday defended the Trump administration’s proposed deep cuts to social welfare programs such as Meals on Wheels and after-school services, saying it’s unfair to taxpayers if such programs don’t show hard results.
Mulvaney described the budget blueprint, which calls for dramatic cuts to domestic spending programs in favor of increased funding for the military, as “one of the most compassionate things we can do.”
