Ryan says his plan keeps Obama's health savings

Aug 16 (Reuters) - Republican vice presidential candidate Paul Ryan acknowledged on Thursday that his proposed healthcare reforms rely on many of the same spending reductions for which he has criticized President Barack Obama, something that could undercut a central message of the Republican campaign.
Ryan and Republican presidential challenger Mitt Romney, charge that Obama's 2010 health law would weaken the popular Medicare health plan for the elderly by reducing its costs by $716 billion over the coming 10 years.
On Thursday, Ryan acknowledged that his own budget plan would keep the savings included in Obama's Affordable Care Act even as it would do away with the law itself.
"We voted to repeal Obamacare repeatedly, including those cuts," he told reporters at a hot dog stand in Ohio.
"When you repeal all of Obamacare what you end up doing is that repeals (those savings) as well. In our budget we've restored a lot of that," he said, referring to the savings.
Ryan's statement underlines the fact that his own budget plan, which passed the House of Representatives this spring, envisions spending $205 billion less on Medicare than Obama would during that time period.

That math doesn't match the rhetoric.

(7,403 posts)When you repeal the Affordable Care Act you end up kicking 30 million people off of health insurance that were added by ACA. That means you need to return to the same cost structure as before and that means losing the Medicare saving in ACA. Why? Because private insurance and Medicare pick up much of the tab when the uninsured go to the emergency room and with more people uninsured there is a larger tab to be picked up by those covered either privately or with Medicare. The saving were built in to ACA to assure that providers didn't simply pocket the windfall. If Ryan attempts to impose those saving then that would be a form of rationing because some providers would bypass Medicare patients due to the payment structure. The Obama plan is a win-win and the Ryan plan is a lose-lose.

Romney looks like he has bad judgment and Ryan looks like he's out of his league in the spotlight.. faltering on the budget questions and rand worship on fox news of all places!! maybe so deep in their RW echo chamber that they are deaf to reality and also so used to Dem's just rolling over that they didn't but this time!!

(122 posts)One moment he's out there saying Obama is making cuts but he really knows they aren't cuts at all but in fact savings so of course he has a hard time explaining it all.. First they have Congressman Ryan, the creator himself of "vouchercare" out running around telling that story about how President Obama took 716 billion out of the medicare fund. That really isn't true. Theyre intentionally implying a cut in Medicare benefits and thats just false. The new affordable health care act actually will achieve "savings" of 716 billion by attacking fraud and by reductions in payments to health care providers (which they mostly signed on to in exchange for all the new customers they would get under the plan). But it's not cuts to medicare beneficiaries themselves. There is no reduction in medicare benefits under Obama care, in fact some of the savings were reinvested in greater benefits for seniors, including no cost preventative care and closing the Medicare Part D prescription drug donut hole and adding at least an additional eight years to the life of medicare. Paul Ryan liked that part so much he even included it in his plan but that makes no sense either as if they did away with obama care the savings wouldn't be there as far as I can see. And why are they cuts to medicare when Obama does it and yet savings if he does?? Was happy to see Ed tonight finally saying they were savings. I wish all would start saying they are saving and not cuts..
