North Korea has expressed willingness to talk to the United States, South Korean presidential office

PYEONGCHANG, South Korea The North Korean delegation to the Closing Ceremonies of the Winter Olympics said that Pyongyang was willing to have talks with the United States, South Koreas presidential Blue House said Sunday night.
North Korea agreed that inter-Korean relations should improve together with relations between North Korea and the United States, the Blue House said after an hour-long meeting between South Korean President Moon Jae-in and North Koreas chief representative, Kim Yong Chol, in PyeongChang, on the sidelines on the Games.
The statement did not make any mention of North Koreas nuclear program or whether the dialogue would be about denuclearization. But still, this is the first sign of willingness from North Korea in years, and it comes when the Trump administration has been signaling an openness to talk without preconditions.
President Moon pointed out the urgency to hold dialogue between North Korea and the U.S. in order to fundamentally the resolve the issues on the Korean Peninsula and to improve inter-Korean relations, the Blue House said.

(16,861 posts)I dont think Trump or anyone else in his administration cares one iota for talks....he wants a war and right now North Korea has become the boogyman, thanks to Trumps own agitation.

(58,785 posts)possibly and eventually, whether we are or not. China's so powerful it reportedly no longer feels a a need to maintain Korea as a buffer against the west, and China's Korean policy has become basically limited to China's own interests. It no longer sees NK as an ally or friend it has a duty to protect, for good reason.
Instead concerns are about things like NK collapse and tens of millions of refugees flooding into China. They've had to build and station a special army near the border to control the situation if that happens.
Plus, there's the possibility those nukes could be used or that war would cause invasion (by us) and attempts to seize NK's nuclear installations. Most of NK's nuclear buildup is near China's border, though, and China already has military established to move extremely quickly to secure it and feels pretty comfortable about that.
President Xi has indicated that -- over time -- China would probably support Korean reunification. Not that either Korea would at this point, of course.
But a need could conceivably develop very quickly, at which time a very modern and prosperous SK's 50 million highly educated, population would have to find a way to integrate with NK's 25 million extremely poor, uneducated and brainwashed people. Expect a whole lot of thought is being given to how to accomplish that. Most immediate needs would be on the order of control and supplying basic needs to 25 million people.

(26,293 posts)It's possible that Russia has been the one providing and testing Russian made nukes in an effort to distract the United States from what Russia is doing over in Ukraine and they could also be the one providing North Korea with those missiles that have been testing.

(58,785 posts)and both belong to NEASPEC, the North-East Asian Subregional Programme for Environmental Cooperation. The other partners of that latter have various plans that would all be beneficial to NK in some way, and although NK's nuclear activities required cancelling plans for construction of a natural gas pipeline, and there are big hopes that there will be increased cooperation.
