Jailhouse video shows deputies watching as inmate dies

SAN LUIS OBISPO, Calif. (AP) — Jailhouse video reveals California sheriff's deputies watching and sometimes laughing as a schizophrenic man who had been strapped naked to a chair for 46 hours writhes on the floor of his cell, loses consciousness and eventually dies.

The Tribune of San Luis Obispo on Friday posted a nearly eight-minute video of Andrew Holland's death on Jan. 22, 2017. The newspaper said it reviewed more than 100 hours of jailhouse surveillance video in all.

San Luis Obispo County Administrative Officer Wade Horton called the footage "extremely painful to watch."

"What happened to Andrew Holland was a tragedy that impacts our entire community," Horton told The Tribune in an email. "Although we can't bring Andrew back, our county has made and continues to make changes in response to this terrible event."

I read the article...and the family received 5 million dollars as compensation. Evidently there has been no action taken against the guards who watched and did nothing..

4. Torture & murder. Holland will not have been the ONLY one to suffer. Many victims for sure.

People don't act with such impunity unless they've done so many times before.

The first change I would be making is firing the deputies with a perverted sense of entertainment.
The second change would be charging them with homicide and no bail. I hear there is a free cell in their jail since last January.

7. This is what happens when jails are used instead of proper mental institutions

There's just so many mentally unstable people out there now that end up in jail with nowhere else to go. Mix that with asshole cops and guards and people die.
