Pakistani authorities bar US diplomat from leaving country

ISLAMABAD (AP) — Pakistani authorities have barred a U.S. diplomat, involved in a road accident that killed a motorcyclist in the capital Islamabad, from leaving the country.

Two security officials said Saturday that the plane at Nur Khan air base arriving to carry U.S. military attache Col. Joseph Emanuel Hall out of Pakistan has returned after he failed to get clearance. The officials spoke on condition of anonymity as they were not authorized to brief reporters.

The U.S. embassy and Pakistan's Foreign Office declined to comment.

Hall is accused of running a red light and killing Ateeq Baig on April 7.
Islamabad's High Court, noting that Hall did not have full diplomatic immunity, had directed the government to decide whether to add his name to a travel ban list.

You get a parking ticket, those should be dismissed.
You kill someone, that's a totally different thing. That can't be waved away with diplomatic immunity. We wouldn't want those guys from Turkey to get away with beating our citizens in Washington DC. We can't let our guys get away with vehicular manslaughter, especially if you run a red light.
I wish him luck, but I think Pakistan is right here.

The article says he didn't have "full" diplomatic immunity, so they are not talking about "waiving" diplomatic immunity.

In fact, a worse incident, from the Pakistani view, happened in Lahore Pakistan in 2011. A CIA operative, with diplomatic paperwork shot and killed two people who were petty criminals. Note, Davis was with the CIA. He left Pakistan in March 2011, after the Obama administration with the help of SFRC chair John Kerry, who had better relations than most with Pakistan helped broker his release.

OBL was killed in Pakistan in May 2011. Before the Davis issue was resolved, it had become known he was likely CIA and there were calls to throw the CIA out of Pakistan. Did resolving the Davis issue preserve the OBL task?
