Yes: The OP image was blurred in Photoshop or equivalent around the signs to highlight them. The blurring is not a depth of field artifact of the camera because on the sides there is blurring continuously from behind the plane of the signs to areas in front of the plane of the signs; in other words right through the plane of focus. Even the chyron below is blurred that would normally be at least as sharp as the sharpest area in the photograph. Manual blurring is added in post-production.

If you take the next 3 letters after "Q", "RST", and take out the "S", for stupid, you get "RT", which stands for "Russian Troll", also known as, "Russia Today."
