New video obtained by The Advocate shows the botched arrest of a Louisiana man who was killed by police in what experts excessive force.
Armando Frank, 44, was wrestled off a tractor at Walmart by police serving an arrest warrant on him in October 2017.
Armando Frank, 44, was being arrested on a warrant for minor charges stemming from a neighbor dispute. The charges of simple criminal trespassing and attempted unauthorized entry into a dwelling and had resulted in court-ordered treatment at VA hospital.
Frank died from manual strangulation after the encounter shown in the video. In the video, a law enforcement officer climbs on the tractor behind Frank and applies a choke hold while another officer tries to pull Frank down. Frank goes limp, and the officers drag his lifeless body to a patrol car.

(767 posts)Normally a murder means the guilty person will be in court then prison. I think the COP MAFIA will prevent justice being done. Cop's keep killing and there are no cops sent to prison. I guess it gets down to suing the BASTARDS...........BILLIONS for a life$$$

And how disrespectful is dragging his lifeless body to the police car? Didn't even try to revive him. Yep, still pigs. Mure murderous pigs these days ESPECIALLY if the alleged criminal is African-american. But trumps white supremacy amerika give them the extrajudicial right to slaughter anyone of brown skin without any real consequence. THIS IS AMERIkkkA, 2018.

If civilians did this the entire group would be arrested for accessory to murder, some who put their hands on him would get murder, it'd be an entire fucking event. A long protracted trial. Everyone's names scrutinized, whole nine yards.
But good old boys do it and you struggle for almost a year (10 months) to get the video released.
As I say, if they take time to release the video, they are trying to cover up their miseeds, separate the truth of the event from the event itself. If it's not fresh in anyone's minds no one is going to protest this guy.

(62,276 posts)He was completely unconscious and dead or dying at that point. Dead without EMS response immediately and oxygen provided, and then he probably would have had brain damage. They literally threw a dead guy in the back of the car.

Let me remind you that a choke hold renders someone unconscious in seconds.
Therefore even after they are unconscious, they may continued to be strangled, because that is not excessive.
What a joke.

The Avoyelles Parish Sheriff's Office referred Armando Frank to the local coroner in 2013 for psychiatric treatment, according to hundreds of medical and law enforcement records obtained by The Advocate. In Louisiana, coroners are responsible for mental health commitments.
Records from the federal Department of Veterans Affairs show Frank suffered from chronic anxiety, "difficulty coping" and hallucinations, among other complications. In 2016, following a dispute with neighbors, Frank received court-ordered treatment at a VA hospital in Pineville.
Very sad how we fail to properly reference mental illness in the justice process and even more sad what we're doing with people who suffer and are without adequate insurance coverage.
