First and foremost, everything must be all about Donald, all the time. Doesn't matter when it is or where he may be, it's him him him, 24/7. Given that his big concern right now is the Russia probe hanging over his pointed head like the sword of Damocles, that's the first thing he thinks of upon waking up, and the last thing he thinks of before slithering into his lair to sleep.

Thus, this morning he immediately jumped onto Twitter to resume his rant about "no collusion." Right after he'd done so, one of his minders pointed out to him that it's the 17th anniversary of a national tragedy, and as the person playing the President on TV, he'd probably better say something semi-presidential about it. He grudgingly accepted, and followed up with his weak sauce tweet.

That's my guess as to the sequence of events. I'd feel comfortable placing a pretty large bet that that's how it went down.

Also, I seem to remember back then that Flight 93 was shot down by a Warthog over a PA field, that whole thing about brave passengers storming the cockpit was a load of crap Cheney and Co. sold to the public.

Secondly, the A-10 is primarily a ground-attack aircraft, suited for bombing runs or taking out enemy ground vehicles. If the military were inclined to shoot down an aircraft, the A-10 is most certainly not the platform they'd choose for such a task.
