Trump administration lays groundwork to declare national emergency to build wall

The White House has begun laying the groundwork for a declaration of national emergency to build President Trump’s border wall, including searching for unused money in the Army Corps of Engineers budget, two people with knowledge of the preparations said Thursday.

Trump has urged the Army Corps to determine how fast contracts could be signed and whether construction could begin within 45 days, according to one of these people, an official familiar with the deliberations who spoke on condition of anonymity to describe them.

The administration is specifically eyeing a disaster spending bill passed by Congress last year that includes $13.9 billion in funding that has been allocated but not actually spent for a variety of projects, according to the second person, a congressional aide who also requested anonymity.

The preparations are taking place with talks at an impasse over Trump’s demands for $5.7 billion to build more than 200 miles of wall along the U.S.-Mexico border. Democrats are staunchly opposed, leading to a partial government shutdown that reaches the 21-day mark on Friday, making it tied for the longest government shutdown in U.S. history.

Democrats' opposition to a wasteful and pointless wall isn't what shut down the government. It was Trump's reneging on a bipartisan deal at the last minute.

Will be quickly slapped down by courts. Can't authorize the spending of money for specific items. Can't claim imminent domain. Those powers are reserved to Congress. Settled law.

If it's an emergency, it should be clear and unnecessary to "lay groundwork", you just declare it. He has been bleating for a week now about maybe he will do it. The time he has spent waffling proves that there is no emergency, that it just political maneuvering to distract from his shit show of an administration.

When we elect a Democratic ACTUAL President in 2020...

Declare a National Emergency for:

1. Global Warming. Tax the coal and gas industries to pay for more renewables.
2. Health Care. Medicare for all.
3. Guns. Ban assault rifles; confiscate handguns...
4. Deficit and Debt. Repeal the Trump Tax Scam. Raise the rate on millionaires to 70%. Use the funds to pay for Government Services such as SS and Medicare/Medicaid.
5. Trade. End tariffs. Tax break for companies returning jobs to the US, GIANT tax on companies leaving.
6. Environment. Re-enact regulations providing clean air and clean water.

and finally.......

DECLARE PUTIN AND RUSSIA A SWORN ENEMY TO THE United States of America.

JAIL every Russian POS in the US ILLEGALLY. Declare the Russian gangs in NYC and elsewhere as TERRORISTS.
