Exclusive: White House preparing draft national emergency order, has identified $7 billion for wall

Washington (CNN) The White House is preparing a draft proclamation for President Donald Trump to declare a national emergency along the southern border and has identified more than $7 billion in potential funds for his signature border wall should he go that route, according to internal documents reviewed by CNN.
Trump has not ruled out using his authority to declare a national emergency and direct the Defense Department to construct a border wall as Congress and the White House fight over a deal to end the government shutdown. But while Trump's advisers remain divided on the issue, the White House has been moving forward with alternative plans that would bypass Congress.
"The massive amount of aliens who unlawfully enter the United States each day is a direct threat to the safety and security of our nation and constitutes a national emergency," a draft of a presidential proclamation reads.
"Now, therefore, I, Donald J. Trump, by the authority vested in me by the Constitution and the laws of the United States of America, including the National Emergencies Act (50 U.S.C 1601, et seq.), hereby declare that a national emergency exists at the southern border of the United States," the draft adds.

(7,412 posts)Last thing I read said there was around 13 billion in funds available in the DOD budget for general construction projects that hasn't been appropriated yet or used. He declares a national emergency and taps into those funds since they aren't specifically earmarked by Congress.

(48,955 posts)due to the multiple awful consequences that will result when $ that was allocated for specific, serious, initiatives are drained to fund a wall that will take a long time to build (no tangible 'result'), and will be ineffective. That would mean this story (that started with the govt shut down) will stretch on out through the remainder of his term. With each new situation emphasizing how this (ineffective, and long/slow to build "wall" is prioritized over x y and z.
Dumb *ss president and advisors. If this lever is pulled, may it continue to shrink the GOP so that it ends up going the way of the whig party.

In the meantime, the government has been reopened and the crisis resolved. Trump blames the court and saves face (at least in his own mind).

(23,179 posts)He'll sign off on the no-wall bill to open the government then at the same time declare a national emergency to steal $ from other approved projects to build the wall with Deripaska steel, thereby allegedly keeping promises to both his base, PUtin & Deripaska. He knows this will get shutdown immediately by the courts and is counting on it to keep his ego intact while he fails at these promises. His base is stupid enough to go for it, but Russia? Don't think they will be forgiving.
