BERLIN The Trump administration is launching a global campaign to end the criminalization of homosexuality in dozens of nations where it's still illegal to be gay, U.S. officials tell NBC News, a bid aimed in part at denouncing Iran over its human rights record.
U.S. Ambassador to Germany Richard Grenell, the highest-profile openly gay person in the Trump administration, is leading the effort, which kicks off Tuesday evening in Berlin. The U.S. embassy is flying in LGBT activists from across Europe for a strategy dinner to plan to push for decriminalization in places that still outlaw homosexuality mostly concentrated in the Middle East, Africa and the Caribbean.
It is concerning that, in the 21st century, some 70 countries continue to have laws that criminalize LGBTI status or conduct, said a U.S. official involved in organizing the event.
Although the decriminalization strategy is still being hashed out, officials say its likely to include working with global organizations like the United Nations, the European Union and the Organization for Security and Cooperation in Europe, as well as other countries whose laws already allow for gay rights. Other U.S. embassies and diplomatic posts throughout Europe, including the U.S. Mission to the E.U., are involved, as is the State Departments Bureau of Democracy, Human Rights and Labor.

(53,975 posts)Gay and lesbian workers are not completely without protection though. States, counties, and cities can pass their own laws that protect beyond what federal law does, and to date, twenty-two states and the District of Columbia do so. Another eleven states prohibit sexual orientation discrimination against the very narrow category of public employees. President Obama signed an executive order in 2014 protecting federal employees and contractors from sexual orientation discrimination, and President Trump has so far kept most, though not all, of that order intact.
This piecemeal approach to protecting gay workers means that a large number of people are protected in some form, but that people in the majority of states are not protected. That is, not protected unless the federal law, Title VII, is interpreted to already protect against sexual orientation discrimination, without being changed at all. That is the argument that the Second Circuit Court of Appeals adopted today.

Callous to use gay rights in this manner.
Having said that---this move may help some gays from being persecuted or hanged.
.....Grenell, as Trumps envoy to Germany, has been an outspoken Iran critic and has aggressively pressed European nations to abandon the 2015 nuclear deal and re-impose sanctions. But while the Trump administration has had some success in pressuring Iran through stepped-up U.S. penalties, efforts to bring the Europeans along have thus far largely fallen flat.
Reframing the conversation on Iran around a human rights issue that enjoys broad support in Europe could help the United States and Europe reach a point of agreement on Iran. Grenell called the hanging a wake-up call for anyone who supports basic human rights, in Bild, a leading German newspaper, this month.
This is not the first time the Iranian regime has put a gay man to death with the usual outrageous claims of prostitution, kidnapping, or even pedophilia. And it sadly wont be the last time, Grenell wrote. Barbaric public executions are all too common in a country where consensual homosexual relationships are criminalized and punishable by flogging and death.
He added that politicians, the U.N., democratic governments, diplomats and good people everywhere should speak up and loudly.
Yet by using gay rights as a cudgel against Iran, the Trump administration risks exposing close U.S. allies who are also vulnerable on the issue and creating a new tension point with the one region where Trump has managed to strengthen U.S. ties: the Arab world.

Moron apparently has no problem with Saudi Arabia having homosexuality a capital offense.
I'd say the Europeans will see this as the cynical maneuver it obviously is.

I'm sure there is a cynical reason his administration is doing this (antagonizing Iran), but I guess we should welcome the crumbs when they come our way.
I hope Ambassador Grenell makes headway in overturning anti-gay laws around the world.

The administration voted previously against a U.N. resolution condemning the use of the death penalty to punish homosexuality.
The Trump administration is reportedly launching a campaign to decriminalize homosexuality around the world. According to NBC News, Iran is one of the primary targets of the effort, drawing attention to President Donald Trumps history of conflating support for the LGBTQ community with Islamophobic messaging.
The catalyst for the decision appears to have been Irans hanging of a gay man in January. Iran has long been one of Trumps biggest international foes, and the president has repeatedly threatened the nation against pushing back on the administrations decision to reimpose sanctions that were rolled back under the Iran nuclear deal.
Leading the new campaign is Richard Grenell, U.S. ambassador to Germany. Grenell, an openly gay man and ultra-conservative, lashed out after the hanging, calling it a wake-up call for anyone who supports basic human rights.
Grenell himself has frequently pushed the concept of homonationalism in his social media posts. The term homonationalism, HuffPost notes, was coined by Rutgers University professor Jasbir K. Puar in 2007 and is considered the intersection of gay identity and nationalist ideology including the reinforcement of Islamophobia.

Trump Appears Unaware of Administration Efforts to Decriminalize Homosexuality
Speaking to reporters in the Oval Office on Wednesday, President Donald Trump was caught off guard by a question about his administrations reported plans to decriminalize homosexuality around the globe. Mr. President, on your push to decriminalize homosexuality, are you doing that? And why? a reporter asked the president. Trump made the reporter repeat the question before answering, I dont know which report youre talking about. We have many reports.
NBC News reported this week that U.S. Ambassador to Germany Richard Grenell, who is openly gay, was leading the global campaign to end the criminalization of homosexuality in dozens of nations where it's still illegal to be gay, according to unnamed U.S. officials.
