Appropriations Chairwoman Nita Lowey announces retirement

House Appropriations Chairwoman Nita Lowey announced Thursday that she is not running for reelection. “After 31 years in the United States Congress, representing the people of Westchester, Rockland, Queens and the Bronx, I have decided not to seek re-election in 2020,” Lowey said in a statement. “It is my deep honor and privilege to serve my community and my country, and I will always be grateful to the people who have entrusted me to represent them.”

The New York Democrat was first elected in 1988, and as head of the Appropriations Committee she is a leading figure in all spending negotiations.

Lowey’s exit does not endanger Democrats’ hold on her district. Hillary Clinton carried the 17th District by 20 points in 2016, and Inside Elections with Nathan L. Gonzales rates the seat Solid Democratic. Given the district's partisan lean, Lowey's exit could spark a crowded Democratic primary for her seat.

Lowey, 82, had already attracted some primary challengers in 2020 as liberals in the party have been angling to take on Democratic incumbents in safe blue seats.

'Representative Nita M. Lowey, the first woman to lead the powerful House Appropriations Committee, unexpectedly announced on Thursday that she would not seek re-election in 2020.

Ms. Lowey, a New York Democrat who was first elected in 1988, is a staunch ally of House Speaker Nancy Pelosi, and she played a key role in the budget negotiations that helped end the country’s longest government shutdown earlier this year. She represents the northern suburbs of New York City, including Westchester and Rockland Counties.

When Ms. Lowey, 82, arrived in Congress, she had few other female colleagues. She was consistently regarded as a trailblazer, from her stint as the first woman to lead the campaign arm for House Democrats, to her ascent this year to chairwoman of the Appropriations Committee.

But she was also among a group of powerful, long-serving New York House members who had drawn energetic primary challengers for next year. Mondaire Jones, a 32-year-old Harvard Law graduate who had worked in the Justice Department under former President Barack Obama, raised more than $218,000 last quarter for his primary challenge to Ms. Lowey, arguing that the district needed a more energetic representative.'>>>
