Democrats Again Block Action on Rescue Plan, Seeking Restrictions on Corporate Aid

WASHINGTON — Senate Democrats on Monday again blocked action on a nearly $2 trillion economic rescue measure to respond to the coronavirus pandemic, insisting on stronger protections for workers and restrictions for bailed-out businesses as they rushed to reach a deal with the Trump administration.

The normally staid Senate dissolved into shouting and partisan bickering before the vote, as senators sparred over the huge government rescue package. Republicans blasted Democrats for delaying desperately needed economic aid, while Democrats said the measure under discussion did too little to help ordinary Americans and ensure that federal money would not be abused by businesses that received aid. “Are you kidding me?” Senator Mitch McConnell, Republican of Kentucky and the majority leader, demanded on the Senate floor. “This is not a juicy political opportunity. This is a national emergency.”

The extraordinary scene unfolded the day after Democrats first blocked action on the measure, which is emerging as the largest economic stimulus measure in modern history. The 47-47 vote on Sunday evening shook markets around the globe and infuriated Republicans who said it ignored bipartisan talks that had yielded substantial compromises over the outlines of the measure.

The outcome was similar on Monday, as the Senate voted 49-46, falling short of the 60 votes that would have been needed to go forward on the rescue measure. Republicans insisted on holding the vote in the absence of an agreement, seizing an opportunity to portray Democrats as obstacles to a deal.

Washington (CNN)A key Senate procedural vote to move ahead with an economic stimulus plan failed for a second time on Monday afternoon over Democratic opposition, a development that will ratchet up tensions on Capitol Hill as lawmakers attempt to reach a consensus deal to respond to the novel coronavirus outbreak.

Senate Democrats lined up against the vote to defeat it, just as they did Sunday when an earlier attempted procedural vote failed. Democrats have argued that Majority Leader Mitch McConnell should not be holding what they have called "arbitrary" votes while negotiators are still attempting to reach a bipartisan deal.The vote tally was 49-46 with a largely party line vote. Doug Jones, a moderate Alabama Democrat up for reelection, voted with Republicans to advance the stimulus bill. He voted "no" in the first procedural vote that took place Sunday.

Jones told CNN that he was "embarrassed" by the political games he said both sides are playing. The Democratic senator said that negotiators had made "a lot of progress," but that McConnell shouldn't have forced the vote while negotiations are still ongoing. One key holdup appears to still be roughly $500 billion in funds for loans and loan guarantees for distressed companies, states and localities without enough guidelines or oversight to satisfy Democrats.

They are seeking to ensure that any bailout for large companies without primarily benefits workers. But pushback from Democrats has centered on not only the substance of the legislation, but on the process that Republicans used to come up with it as well, arguing that they were locked out of negotiations at the start. The failed vote Monday, however, is sure to incense Republicans even further, who have already angrily accused Democrats holding up efforts to move the package forward.

over-seeing how money is spent? If that's the case, they should quit their jobs as politicians and go play at home. Doug Jones may have been given the opportunity to vote as a Republican to try and save his seat...playing politics again

Politicians are always deathly afraid that the other party will get too much credit for something. It is infuriating, but it is deeply ingrained. It may have cost us universal health care (at a least a start of such a system) in the early 1970s.

They say we are loading it for unions, student debt, climqate change, and other Democratic objectives.

Maybe the bill just go to individuals? ONLY families and people.

This isn't the time to do ANYTHING besides get cash into circulation.

On the street is going to see this as a bunch of rich politicians delaying much needed financial relief for the average Joe. April rent and mortgage payments are due soon.
