Senate votes to limit some military equipment transfers to police departments

The Senate voted overwhelmingly Tuesday to put some limits on the transfer of military equipment from the Defense Department to state and local police departments, even as it rejected a more stringent measure aimed at preventing "weapons of war," in the words of one senator, from being used by police.
The votes, which were cast on competing amendments to the National Defense Authorization Act, came as the country grapples with how to reform police departments in the wake of the death of George Floyd at the hands of the Minneapolis police and the corresponding protests across the country that have highlighted concerns about rough practices by heavily fortified police.
The measure that was defeated was a bipartisan proposal from GOP Sens. Lisa Murkowski of Alaska and Rand Paul of Kentucky, and Democratic Sens. Brian Schatz of Hawaii and Kamala Harris of California. It would have prohibited "the transfer of military equipment to law enforcement agencies, including tear gas, armor-piercing firearms and ammunition, bayonets, grenade launchers and grenades, combat tracked vehicles, and drones," according to a summary of the amendment.
Needing 60 votes to pass, it failed on a vote of 51 yes votes and 49 no votes. Two other Republicans voted in favor of the amendment: Sens. Cory Gardner of Colorado and Steve Daines of Montana, both who are facing tight reelection battles.

What some police depts have are armored cars, very useful for retrieving wounded civilians and officers while under fire.
"One incident...23 years ago" Are you under the impression that's the only time there have been heavily armed criminals who shot it out with the police?

The Sheriff has made this unit available to all jurisdictions within Franklin County and the State of Ohio under Homeland Security, in times of need. The SWAT unit is comprised of the following members: 1 lieutenant, 4 sergeants, 16 deputies, 1 medical team member and a part-time secretary. The Sheriff's Emergency Response Team is attached to SWAT and consists of 8 deputies whose responsibilities include driving and maintaining all vehicles.
The SWAT Unit averages over one hundred call outs per year. These situations have included: Hostage rescue, Barricaded individuals with deadly weapons, Drug raids, High Risk Arrest Warrants, Warrant sweeps, serving Probate Orders and protection of dignitaries.

[snip]A probate warrant is used when there is a concern a person could be a danger to himself or herself or to others, WBNS reports.
While the sheriffs office has served up to 1,500 such warrants a year, they usually happen without incident. Once such a warrant is approved, law enforcement will pick up the person for a mental evaluation.
They can be very dangerous because you are dealing with people that will have issues, and they are maybe not in their right mind. Anything can happen, Sheriff Dallas Baldwin said.
Franklin County Judge Robert Montgomery, who presides over probate court, said it is an order of detention.
One thing I want to clarify, this is not a criminal case, its a civil case, he said.[snip]
