Democrats allege 'ballot irregularities,' question provisional ballot pace (Omaha I EC vote)

Democrats alleged Tuesday that already-filled in ballots were handed out at two Omaha polling places, but Douglas County Election Commissioner Dave Phipps said the problem was nothing more than voters mistakenly receiving a privacy sleeve with a stuck ballot that hadn't fallen into the ballot box when emptied.

The ballots allegedly were premarked for Republican presidential candidate Mitt Romney and Republican Rep. Lee Terry of Omaha, according to state and county Democratic officials.

One instance occurred Tuesday morning at the polling place at Clair Memorial United Methodist Church, 5544 Ames Ave. Democrats said another prefilled ballot was found at Luther Memorial Lutheran Church's polling place at 61st Street and Western Avenue.

Phipps said a precinct inspector told him a ballot didn't fall from the privacy sleeve when a poll worker slid the ballots into the ballot box. The poll worker didn't notice and reloaded the sleeve with fresh ballots.
