Rep. Perry says House GOP should cancel Biden's SOTU address

Source: The Hill

02/26/24 12:00 PM ET

Former House Freedom Caucus Chair Rep. Scott Perry (R-Pa.) is calling on Speaker Mike Johnson (R-La.) to stop President Biden from giving his annual State of the Union address next month.

Perry said during an appearance Monday on Fox Business that Republicans should use the opportunity to ramp up pressure on Biden over the southern border amid an influx of migrants.

“We need to use every single point of leverage,” Perry said. “[The president] comes at the invitation of Congress, and Republicans are in control of the House. There’s no reason that we need to invite him to get more propaganda and actually blame the American people for the crisis he’s caused.”

House Republicans have rejected bipartisan legislation that Biden’s backed aimed at providing additional border security, after former President Trump, the clear front-runner for the party’s presidential nomination, spoke out against the bill. Critics say Republicans would rather use the issue to help Trump in 2024 than solve the problem.

Note he is "former" ( "expired" from the chair position )

A (D) tried to unseat him here in PA but no dice. He obviously can't "read or comprehend" the Constitution -

Article II

Section 1.

The executive power shall be vested in a President of the United States of America. He shall hold his office during the term of four years, and, together with the Vice President, chosen for the same term, be elected, as follows:

(snip)

Section 3.

He shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient; he may, on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper; he shall receive ambassadors and other public ministers; he shall take care that the laws be faithfully executed, and shall commission all the officers of the United States.

every President for the past century (since Woodrow Wilson) along with the first 2 Presidents, have given it "in person" in Congress.

About Traditions & Symbols | State of the Union

Each year, before a joint session of Congress, the president fulfills his or her constitutional duty to "give to the Congress Information of the State of the Union" (Article II, section 3). Presidents George Washington and John Adams delivered their messages in person, but in 1801 Thomas Jefferson chose to send his in writing. That precedent held until Woodrow Wilson decided to deliver his message in person in 1913, a tradition that continues today. Franklin Roosevelt referred to it as the "State of the Union Address," a title that became official during the Harry Truman administration. The first national radio broadcast of the message occurred in 1923, following a limited but successful experimentation with radio in 1922. Truman's 1947 address was the first to be televised, and in 1965, President Lyndon Johnson began the tradition of delivering the address in prime time. In 1966 the opposition party began offering a televised response to the president's speech, a tradition that has continued. Each year one member of the president's cabinet is absent from the address to maintain the line of succession in case of an emergency.

https://www.senate.gov/about/traditions-symbols/state-of-the-union.htm

(22 out of 24 of them, with 2 who never had chance, from Jefferson to T. Roosevelt, handed it in, and the availability of "radio" and then "television" seemed to encourage doing it "in person" )
