Russian anti-U.S. adoption bill advances, goes to Putin for signing

Russia's upper house of parliament has approved a controversial measure banning adoption of Russian children by U.S. families, Russian media reported Wednesday.
The legislation now goes to President Vladimir Putin to be signed into law, the semiofficial RIA-Novosti news agency said.
Russia is one of the top countries of origin for international adoptions in the United States. The legislation could affect hundreds of American families seeking to adopt Russian children.

they were genuinely concerned about human rights, they would have taken such actions against the Chinese long ago.

(Reuters) - Russian President Vladimir Putin said on Thursday he saw no reason not to sign a bill into law that would ban Americans adopting Russian children and promised measures to improve care of his country's orphaned youngsters.
Although Putin said he would need to study the final text of the bill, the comments were the strongest indication yet that he will approve the adoption ban legislation, which has strained U.S.-Russia relations.
Parliament gave its final approval on Wednesday to the bill that would also bring in other measures in retaliation for new U.S. legislation designed to punish Russians accused of human rights violations.
