Boxer: Nuke generator problems known before installation

Sen. Barbara Boxer is alleging that problems with replacement steam generators at the idled San Onofre nuclear plant were recognized by the plant operator and equipment manufacturer before installation.

Citing a proprietary report by generator manufacturer Mitsubishi Heavy Industries, the Democratic senator from California said Wednesday that some further safety modifications to the San Onofre generators were rejected by Mitsubishi and the plant operator in part because it might require a more rigorous review by federal safety regulators.

The full report cited by Boxer — a root cause analysis of replacement generator tube wear — was not immediately available, leaving it unclear whether plant operator Southern California Edison appropriately tailored its steam generator replacement project to regulatory procedures or may have at some point made an effort to evade safety requirements.

The nuclear commission already had the cited report but has not made it public because it contains proprietary information, said Victor Dricks, a spokesman for the agency.

Senator wants probe at San Onofre nuke plant

LOS ANGELES — California Sen. Barbara Boxer pressed federal regulators Wednesday to open a probe at the shuttered San Onofre nuclear power plant after uncovering documents that she said suggest the utility that runs it took shortcuts that compromised safety.

The seaside plant located between San Diego and Los Angeles hasn't produced electricity in more than a year, after a tiny radiation leak in January 2012 led to the discovery of damage to hundreds of steam generator tubes that carry radioactive water.

Boxer said in a letter to Nuclear Regulatory Commission Chair Allison Macfarlane that a confidential report obtained by her office shows Southern California Edison and Mitsubishi Heavy Industries, the Japan-based company that built the generators, were aware of design problems before the equipment was installed.

Boxer, who chairs the Environment and Public Works Committee, said the report written by Mitsubishi raises concerns that Edison and its contractor rejected safety modifications and sidestepped a more rigorous safety review.

"Safety, not regulatory short cuts, must be the driving factor in the design of nuclear facilities, as well as NRC's determination on whether (San Onofre) can be restarted," Boxer said in a letter co-signed by Rep. Edward Markey, D-Mass.

These Garbage Burners should be held to account for potentially endangering us all. Like any drunk who chooses to drive or gun owner who refuses to secure their weapons, their willful actions place many others in jeopardy. Only in the case of these Garbage Burners, millions of people are in direct risk.

Perhaps, if we drug a few of them into the streets and flayed the skin from their bones with a horsewhip they'd think more about public safety. Or maybe if the Authorities that Be would just hold them accountable and incarcerate the guilty for a good long time, we'd see more responsible behavior in the future. Either way, I'd sleep better, especially as I live within the San Onofre contamination zone.

Horse whips are a little much, how about 5-10 years in a federal pen and large fines for the utility and all senior executives involved.

San O is my favorite surf spot.

Yes, extreme corporal punishment seems uncalled for. But so was what the Energy Pirates of Enron did to us, and what the Property Plunders of the Big Banks did, and what the Slimy Cutpurses of Wall Street pulled. And every time, nothing was done. So not only do the Wolves continue, they raise their whelps to the knowledge that they're above the Law, and the cycle's continuance is assured.

So yes, dreaming a fantasy that someone will be convicted, sent to prison for a smidgen of years (what's 5 to 10 when the payoff is billions?), and that a few meaningless fines will be levied seems satisfying and "civilized". But since every indication assures us that will never happen, permit me a more gratifying daydream, one where the imagined punishment fits the inexcusable crime.

After all, it's only make believe. Much like the concept of justice and punishment for the wealthy and connected.
