U.S. program cuts threaten border pact with Canada

Canada will be watching closely to see whether a massive scheduled budget cut in the U.S. this week will affect the Beyond the Border pact between the two countries, Foreign Affairs Minister John Baird said Wednesday.
Unless polarized U.S. lawmakers can come together, about $85 billion US in cuts are set to hit U.S. federal programs starting Friday.
Homeland Security Secretary Janet Napolitano said earlier this week there would be pain for the Canada-U.S. border because her department would have to cut 5,000 border-patrol agents if the cuts go through.
Baird said the deal is key to the prosperity of both countries.

I have a valid passport, NEXUS card and no criminal record.
I am a veteran who once held Top Secret clearance.
Yet, almost every time I go to Canada, when I come back, I am given the full grilling by CBP when I come back, as if it is a criminal act to leave the country.
I rarely, if ever, have trouble from the Canada Border Services Agency. Usually it's "where ya goin'? how long ya gonna be here? got any weapons? OK, have a good time."
Coming back it's an entirely different story. I was once held for a "random" check for almost two hours; my passport and cell phone were held and not returned to me until I was finally cleared. Our glorious SCOTUS has ruled that the Fourth Amendment does not apply to border crossings.
The last time I went book/music shopping in Canada (where you can get things you cannot easily get here) I told the CBP officer on my return that I went shopping in Canada. He scowled at me and said "no-one shops in Canada, they come HERE to shop!"
I hope this "crisis" will shake that agency up, but I'm probably hoping in vain.
