Civic, business groups oppose grass-roots initiative inspired by Honeywell plant

A huge complex is nearing completion in south Kansas City, and nothing will halt its operations to replace the Bannister facility that makes non-nuclear components for nuclear weapons.
But a grass-roots group of peace activists is urging support for a measure on the April 2 ballot that would forbid Kansas City from offering future financial incentives to companies that are specifically supplying or involved in weapons manufacturing.

The campaign surrounding Question 3 represents something of a David and Goliath battle. The campaign for the initiative has raised about $6,000 and is getting its message out on college campuses, in church gatherings and with support from organizations such as the Sierra Club.
Opponents of the measure have raised about $90,000 from major civic and business groups, including the Civic Council, Kansas City Southern Railway, Burns & McDonnell, JE Dunn Construction and Honeywell, which will manage and operate the plant for the National Nuclear Security Administration.
