PYONGYANG, North Korea (AP) - North Korea's top government body is proposing high-level nuclear and security talks with the United States days after a planned meeting with rival South Korea collapsed.
The National Defense Commission said Sunday that the talks should ease tensions and achieve peace and security on the Korean Peninsula.

(366 posts)Just because the US and South Korea started the War early on the morning of June 25, 1950,
and killed 30% of their population with bombings,
doesn't mean they get to act all paranoid and indignant anymore.
Move on - we do that all the time to tiny, weak countries like yours.
They get over it - why can't YOU ?

(54 posts)"Just because the US and South Korea started the War early on the morning of June 25, 1950"
Remind me again who actually invaded Seoul on that fateful day. IIRC, it was the KPA, led by the Great Leader himself, and backed up with the latest Soviet military equipment, as well as a million Chinese shortly afterwards.

(366 posts)that the official story of the "cause" of the Korean War was concocted ?
I assume you know the significance of the Gulf of Tonkin excuse, the Downing Street memo, the fake "incubator testimony" of the Kuwaiti Ambassador's daughter, Nayirah, in front of Congress in 1990 before the Gulf War
(actually, even many informed people aren't aware of that last one, the War was so quick:
http://en.wikipedia.org/wiki/Nayirah_(testimony) )
People back in the 1950's were much more naive about Government "National Security" lying than they are today - the Korean War was way before the Vietnam War and television started millions of Americans on the road away from Pleasantville, a journey quickened with the arrival of the Internet. Except for people on the left side of the Bell Curve, of course.
MacArthur thought Truman would never give the Communists in the East the money, supplies, men and attention that these threats demanded without a "Pearl Harbor", so used the occasion of one of the many, many border incursions - on both sides - to attack early June 25, 1950, then fall back as though routed, luring the North Koreans far over the border and giving the Slumbering Giant the prodding necessary to take "the Commies" seriously after the nation was exhausted with war so soon after WWII.
It worked.
Americans are quite naive and easily manipulated in matters of War - much more so in 1950 than in 2003, but still fairly easily in 2003. It was no accident that General Eisenhower understood American politics well enough to be elected President - General MacArthur was also an astute politician and knew how to manipulate the Public.
BEST BOOK ON THE TOPIC
This now forgotten tome should not be overlooked by anyone interested in the Korean War or Korean history in general. There is nothing like it.
But then there was no one like I. F. Stone.
As stated in its introduction: copies of the book were removed from public libraries across the United States following its publication.
One has to stop and ponder that fact.
What powerful information could this book contain that the government should see fit to limit its availability to the public?

(54 posts)Clearly shows that the DPRK triggered the start of the conflict, with the invasion being greenlighted by Stalin.

(366 posts)clearly show that the North Koreans and Soviets were confident they could win a war with the puppet government of Syngman Rhee (who eventually fled South Korea on a CIA DC-4 because of massive protests about yet another stolen election - he died in exile in Hawaii in 1965).
Yet these same Archives show it was the South and USA who started the War - hence the American use of the term "alleged", since it doesn't fit the official narrative.
Same word they use with FEBRUARY 21, 1952, TELEGRAM FROM MAO ZEDONG TO I.V. STALIN (FILIPPOV) ABOUT THE USE BY THE AMERICANS OF BACTERIOLOGICAL WEAPONS IN NORTH KOREA:
Telegram from Mao to Stalin alleging that U.S. forces used biological weapons 8 times in North Korea.
"Alleging" - these are the secret archives that historians place so much trust in when it proves an official point.
But when it brings up unpleasant truths, these are merely "alleged".
See the Wilson Center Digital Archive: KOREAN WAR, 1950-1953
A collection of primary source documents related to the Korean War. Obtained largely from Russian archives, the documents include reports on Chinese and Soviet aid to North Korea, allegations that America used biological weapons, and the armistice.
Here's some of the "alleged" report to Cde. A. A. GROMYKO from Pyongyang about the morning of 25 June 1950:
The DPRK Ministry of Internal Affairs has issued an order to security detachments to repel the attacks of the enemy, which has invaded the territory of North Korea. At the present moment, the security forces of the Republic are stubbornly resisting the enemy. Security detachments of the Republic have repulsed attacks of the enemy, which has invaded the territory of North Korea in the area of Yangyang.
Did the TV report you saw on the Russian Archives leave out the unpleasant parts?

(54 posts)Enough said.
By the way, the biological warfare allegations were determined to be false by the Chinese and Soviets later on, used by Kim Il Sung to justify his autocratic rule.
Also, if you're going to call Syngman Rhee a puppet, you might as well Kim Il Sung a puppet too, since he was hand picked by the Soviets.
Lugal Zaggesi
(366 posts)is from the secret, subsequently released, Russian archives.
Which you brought up.
A report from Pyongyang to Moscow.
By the way, the biological warfare allegations were determined to be false by the Chinese and Soviets
So you trust the Chinese and Soviets if they allegedly come to conclusions you like,
otherwise it's "enough said" about information from official enemies ?
Hypocrite, much ?

(54 posts)Your report that claims the South started the war is from Pyongyang, which like virtually all reports and claims made by its totalitarian regime, is nearly impossible to properly verify.
And in the Soviet archives, it is clear that Kim sent numerous messages to Stalin, begging for support for an invasion. Eventually, the two agreed, and made plans to launch an invasion by the North sometime late in June. Which Kim did. See CWIHPBulletin6-7_p2.pdf for more info.
Even Bruce Cumings, one of the most notable Korean War revisionist historians, and a major critic of US atrocities in Korea, and whose older books were tarnished due to the opening of the Soviet documents, admitted later on that the North started the war.
As for the germ warfare theory:
Stephen Endicott and Edward Hagerman, who wrote a book about the U.S.' alleged use of biological weapons in Korea, admitted that after 20 years of research into this issue, they failed to turn up a single document that provides direct evidence for their claim.
Also, it is suggested by the Soviet documents that Moscow was behind a plot to blame the US for using biological warfare, even when the Soviet leaders were perfectly award that the US forces were doing no such thing.

(9,462 posts)sabre rattling stunts earlier. The missiles didn't work, their threats to S Korea didn't work, and now they've blinked. Jong UN may flake out on negotiations but we could get a commitment from them right now not to send weapons to Iran or Syria for whatever they want. I do think Obama somehow negotiated with China to back off helping them out. Iran is probably thinking it's got enough of it's own problems right now. If we can get N Korea to play nice, we can get the trade restrictions lifted and probably make some money selling them food and other stuff. Crazy world leaders are always a problem, desperate crazy world leaders are just plain scary.

(2,730 posts)see things the way you do. North Korea hasn't fought a War since they agreed to a Truce. How many Wars have we fought? Whom do you think will get in a War quicker, us or them? We are still not out of Afghanistan yet and talking about Syria and probably Iran. You think North Korea don't see all that? I doubt they stay on the sidelines either.
