WASHINGTON Many government workers not being paid right now are worried about how to make ends meet if the shutdown drags on.
But one category of federal employees enjoys guaranteed pay: members of Congress.
Those 535 members of the House and Senate have their salaries enshrined in the Constitution.
That makes it mandatory spending. In other words, no mere shutdown is going to stop their checks.

He doesn't seem like the type of man who can handle a little discomfort, despite causing pain for thousands of people.

it would be more accurate to say
"He doesn't seem like the type of man who can handle a little discomfort, despite willingly causing pain for thousands of people."

(3,963 posts)The President/VP also are being paid as mandatory spending.
In summary,
Uniformed military, POTUS/VP, the 532 Members of Congress (3 vacancies in the House) and Article III Judges/Justices will be paid.
Other federal employees may be directed to work, and will be paid, but pay is delayed until the shutdown ends.
Pay outcome for those of us furloughed to be determined by Saturday's House vote.
