Paris (AFP) - The United States and Russia failed Sunday to reach a deal on Ukraine but Russian Foreign Minister Sergei Lavrov said talks here with US Secretary of State John Kerry had been "constructive" and would continue.
After four hours of discussions, Lavrov said the two parties had presented their plans for a de-escalation of the crisis but did not agree on what had caused it. He reiterated Russia's belief that federalism in Ukraine would be key to finding a solution.

(BBC) US Secretary of State John Kerry has announced no new deal on Ukraine, following four hours of "frank" talks with Sergei Lavrov.
Mr Kerry was speaking at a news conference after holding crisis talks with the Russian foreign minister in Paris.
He said the US still considered Russian actions in Crimea to be "illegal and illegitimate".
Earlier Mr Lavrov set out demands for a neutral and federal Ukraine. Mr Kerry said the federalisation of Ukraine was up to Ukrainians.

Paris (AFP) - US Secretary of State John Kerry on Sunday called for Russia to pull back its forces from the borders of Ukraine, and said any talks on the country's future must include Kiev's leaders.
"We will not accept a path forward where the legitimate government of Ukraine is not at the table. This principle is clear. No decisions about Ukraine without Ukraine," Kerry told reporters.
He was speaking after almost four hours of hastily-arranged talks in Paris with Russian Foreign Minister Sergei Lavrov in a bid to ease global tensions after Moscow's annexation of Ukraine's southern Crimean peninsula.
He added "any real progress in Ukraine must include a pullback of the very large Russian force that is currently massing along Ukraine's borders."

(7,403 posts)It is still unclear what goals Putin started out with regarding Ukraine but he has clearly blinked. Just as Boehner thought that he could get his way by pushing things to the very edge of the cliff only to learn exactly how wrong he was. Now Putin has taken over Boehner's hand thinking that Boehner just didn't push hard enough. It is starting to sink in now. Putin is desperately looking for a way to save face. When you have gone as far as Putin has that is a tall order.
