The big difference between Democrats and Republicans is that Democrats are not jumping on the bandwagon defending his remarks. Republicans defended Cliven Bundy's ignorant remarks .

The NAACP, like many non-profits, need donations. Giving him an award is one way of increasing their chance of a large donation.

After making a couple in the 1990s and then changing parties, he hasn't opened his wallet. Usually these super rich loudmouths who like to throw their weight around can't help but get involved at some level.

I am pretty sure that I have heard the expression too but I could not tell you who said it. I even tried goggling your quote but got nothing. I once asked a Republican about this phenomenon and his response was that he was not aware this to be the case. Denial? Ignorance? I could not tell you.
