Ukrainian forces launch offensive against pro-Russian rebels, Putin and Merkel say situation is dete

Ukrainian forces have launched a major offensive against pro-Russian rebels in the country's east, with army units launching an assault on the regional capital Luhansk.
The BBC reported that fighting had flared outside the regional capital, with rebels claiming the army had tried to storm the city with tanks.
The BBC said pro-Ukrainian sources had reported "skirmishes" to the south and west of the city.
The city, which is home to more than 400,00 people, has been in rebel hands since April.
