Walker: National Guard would help if protests erupt in Hamilton case

By Patrick Marley, Jason Stein and Daniel Bice of the Journal Sentinel
Dec. 17, 2014 5:51 p.m.

Gov. Scott Walker said Wednesday he is prepared to call out the Wisconsin National Guard to quell any unrest after prosecutors announce whether they will charge the former police officer who shot Dontre Hamilton......

"We proactively worked to make sure the National Guard was reaching out," Walker told reporters at a stop in Milwaukee. "They've been having meetings with law enforcement here within the region just to make sure.

"The last thing I want is for them to get a call and then have to scurry about what they need to do. We said whenever it is, whenever it might be forthcoming, the last few weeks, we made sure they reached out to both (Milwaukee Police Chief Edward) Flynn and the sheriff and others to make sure they knew who the point person was."

Hamilton was killed April 30 after a confrontation with then-Milwaukee Police Officer Christopher Manney at Red Arrow Park. Manney was later fired and Milwaukee County District Attorney John Chisholm is now reviewing the matter to determine whether criminal charges should be filed. .............

Milwaukee County District Attorney John Chisholm on the Investigation into the Dontre Hamilton Shooting
‘There is no more difficult case to prove than police misconduct’

It’s been almost eight months since the fatal shooting of Dontre Hamilton and Milwaukee County District Attorney John Chisholm still hasn’t announced if he will charge Milwaukee Police Officer Christopher Manney, who fired his gun more than a dozen times while he encountered Hamilton in Red Arrow Park on the afternoon of April 30.

The delay has caused frustration among Hamilton’s supporters and critics of police tactics that have resulted in the deaths of unarmed African American men such as Hamilton in Ferguson, Mo., New York, Cleveland and elsewhere.

Last week, District Attorney Chisholm visited the Shepherd’s offices to talk about the Hamilton shooting, why he hasn’t yet made a decision on charging Manney and whether the local and national protests against police shootings have any impact on him. Here’s an excerpt from our discussion.

When are you going to make a decision about whether or not to charge MPD Officer Christopher Manney for shooting Dontre Hamilton?

John Chisholm: It’s going to be very soon.

What’s “very soon”?...................

for not calling out the Missouri National Guard when things first got out of hand in Ferguson?

Walker is an ass, but I don't see the harm in being prepared for unrest.

I can't stand this guy, he's one of the worst. He'll probably get some people to incite the crowd like he planned on doing during the union protests. Quick somebody call him up and act like you are a Koch. Get him talking.

mass protests at the capital were announced over Act 10 legislation (the one stripping Public service unions of their collective bargaining rights).
I swear he thinks he was elected Prince.

He hate public displays of displeasure about governmental overreach and incompetence. Like singing in the Capital building.

There is the current shift toward "right to work" legislation. Scotty is publicly softly opposing it, but eying it like a Wiley Coyote looks at road runners.

Scott Walker is manically anti-union. It is the position his masters (the Koch Brothers) have selected for him.

No one is disputing that Hamilton was being patted down for weapons when he started fighting with the officer. The officer then attempted to use his baton which allowed Hamilton to take the baton from the officer's grasp and he began hitting the officer with it. Then the officer shot and killed him.

It was an unnecessary set of circumstances that initiated the altercation and a tragic outcome. However, the fact Hamilton was hitting the officer with the officer's own baton will lead to no charges in this case.
