Government employees aren't omniscient. When they make regulations, when they make policy, they sometimes rely on advice from specialists and sometimes they don't. They're human.

Moreover, sometimes the specialists are wrong and the government employees do things that they think are good (but ultimately not truly necessary) but which are, nonetheless, wrong.

Thus it is with all concentration of power, whether corporate or governmental. However, in an era of extreme distrust of actual people (those you see) we default to distrusting powers we can't see and to which we attribute greater wisdom and abilities. Many of those who scream "love thy neighbor" really mean "hate thy neighbor but trust strangers that haven't (yet) offended me" because it's really, really hard to forgive and say, "Ah, there goes another human like me."
